Kathmandu: CPN-UML General Secretary Shankar Pokharel has stated that raising questions about the party statute passed by the 10th National Congress—after having served as a delegate during its endorsement—is inappropriate. He described such actions as signs of organizational disorder and issued a clear warning against them.
Dispute Over Statute Amendment and Internal Criticism
A controversy has emerged within the party regarding the removal of a provision related to the tenure of office bearers, which was originally endorsed by the party’s Statute Convention. Standing Committee member Karn Thapa recently remarked that the issue had been openly discussed within the party, further fueling the debate.
In response, General Secretary Pokharel clarified that certain provisions finalized by the Statute Convention may be amended by the National Congress based on prevailing needs. He emphasized that such modifications fall within the organizational framework of the party.
Referring to disputes raised over the statute passed during the 10th National Congress—held in Chitwan in Mangsir 2078 (November–December 2021)—Pokharel stated, “It is unethical for individuals who participated in both conventions and approved these provisions to now publicly question them.” He added, “Making public criticisms of matters ratified by the National Congress is a reflection of indiscipline and anarchic behavior, which we will not tolerate.”
Pokharel Urges Unity and Adherence to Party Discipline
Pokharel expressed concern that such unrest and dissatisfaction within the party could threaten internal unity. He urged all members to uphold the declared policies of the party and to refrain from any form of disobedience. According to him, respect for the party’s core structure and decision-making process is a shared responsibility.
In this context, Pokharel underscored the importance of maintaining organizational discipline and unity, stressing that internal disagreements should not be turned into public disputes.
