MP Roshan Karki Calls for Thorough Review Before Amending Bills

MP Roshan Karki has emphasized the importance of thoroughly reviewing bills before amending them, citing past legislative experience.

kathmandu – Member of the House of Representatives Roshan Karki has emphasized the need for a detailed review of any bill presented in Parliament before reacting emotionally or making quick decisions. Speaking at a meeting of the Women and Social Affairs Committee on Saturday, Karki stated that to ensure effective lawmaking, understanding the full context of a bill is essential before proposing amendments.

“Bills should not be amended without careful consideration,” Karki said. “We are given time to review, and that time should be used to analyze the background, objectives, and possible impacts of the legislation before proceeding with amendments.”

She referred to a previous discussion in the State Affairs and Good Governance Committee about the ‘cooling-off period’ provision, stating that the issue made lawmakers more cautious.

“That experience showed us that making decisions without thoroughly studying each clause can create problems,” she said. The committee meeting on Saturday focused on evaluating how effectively existing laws are being implemented. Karki stressed that such discussions should be seen as a positive step toward policy reform.

“Policy-making is directly linked to public trust,” she added. “Therefore, it is important that we are serious about the study, debate, and amendment of bills.”
