Rastriya Swatantra Party Opens Call for Proportional Candidates with New Transparency Rules

The Rastriya Swatantra Party (RSP) has announced an open call for proportional representation candidates ahead of the February 21 election, focusing on transparency, fair selection, and youth inclusion.

Chitwan — The Rastriya Swatantra Party (RSP) has invited applications for candidates under the proportional representation (PR) system for the upcoming House of Representatives election, scheduled for February 21 (Falgun 21).

The announcement follows a two-day extended central committee meeting held in Sauraha, which endorsed a 10-point decision outlining how candidates will be selected. The party said the call is based on a proposal presented by Deputy General Secretary Bipin Kumar Acharya and emphasizes transparency, fair procedure, and equal opportunity for all participants.

Ethics, Accountability, and Inclusive Representation

Applicants must declare that they have never misused public office, that their academic certificates are genuine, and that their marital status is legally verified. They also need to confirm they have not engaged in hate speech, threats, or discrimination based on caste, gender, or social background. Each candidate must show a clear and stable income source to meet family needs throughout their term in office.

To keep the process fair, the RSP will form an independent audit committee to review every stage of the internal election — from voter registration to polling, counting, and result publication. The goal, the party said, is to make the entire selection process transparent and credible.

Moving beyond the traditional cluster-based system, the RSP has drafted a 110-member list designed to reflect both regional and demographic balance. It takes into account population ratios and the share of proportional votes the party received across provinces in the 2022 election. The party believes this ensures fair provincial representation and stronger inclusion within each group.

To highlight the spirit of Generation Z, 27 percent of the seats will go to candidates aged 25 to 40. Another 10 percent has been reserved for Nepali citizens returning from abroad who wish to engage in national politics.

New Rules for Proportional Nominees

The party has decided that members elected under the proportional representation system in the 2022 House of Representatives election will not be eligible to run again under the same category in 2025.

According to the RSP, these measures aim to strengthen transparency and accountability while giving young leaders and professionals from diverse backgrounds more space to contribute to Nepal’s evolving democratic landscape.
