Kathmandu — Nepali Congress lawmaker Sita Mijar has criticized the government for failing to uphold the principle of proportional inclusion while appointing officials to public institutions.
Speaking during the zero hour of the House of Representatives on Wednesday, Mijar said women and Dalit communities have been excluded in appointments to state-owned authorities, boards, development committees, councils, foundations, and companies. She argued that political appointments continue to reflect discriminatory practices.
Referring to Articles 42 and 285 of Nepal’s Constitution (2015), Mijar noted that proportional inclusion in all state structures is guaranteed. She accused the government of ignoring this constitutional provision in practice.
Mijar urged the government to ensure meaningful representation of women and Dalits in constitutional bodies and public institutions. She emphasized that inclusion should not remain only in law but must be implemented effectively.
