Founder General Secretary Mukul Dhakal Files Supreme Court Petition Over Raswapa Removal

Dr. Mukul Dhakal, founder General Secretary of the Rastriya Swatantra Party (Raswapa), has filed a writ petition in the Supreme Court asserting his rightful position as the party’s General Secretary. He seeks legal remedy against the party leadership’s decision to remove him, bringing the internal dispute back into the spotlight.

KATHMANDU — Dr. Mukul Dhakal, the founder General Secretary removed from the Rastriya Swatantra Party (Raswapa), has filed a writ petition in the Supreme Court asserting he remains the legitimate General Secretary of the party. The petition, filed on Wednesday, Ashar 11 (June 26), is scheduled for hearing on Thursday, Ashar 12 (June 27), before Justice Kumar Regmi’s bench. It is listed as the sixth case on the hearing docket.

Dr. Dhakal claims that according to Raswapa’s constitution, he is still the General Secretary and alleges procedural irregularities in the party’s recent executive committee meeting and his removal process. Last year, Raswapa disciplined Dr. Dhakal, accusing him of violating party rules by circulating a “report fabricated through nationwide consultations.” Dr. Dhakal challenged this disciplinary action at the Election Commission.

The Election Commission stated it had no official information regarding disciplinary actions against Dr. Dhakal and issued an official letter reflecting this. Based on that, Dr. Dhakal requested to convene a party meeting in his capacity as General Secretary. However, Raswapa leadership argued that Dr. Dhakal had already been removed and the Election Commission was informed, asserting he is no longer the General Secretary.

After his removal from the party leadership, Dr. Dhakal sought legal remedy by filing the petition in the Supreme Court. This petition has brought Raswapa’s internal conflict back into the spotlight. The upcoming Supreme Court decision is expected to bring a significant development in the dispute.
