Kathmandu — The Department of Immigration will implement a registration and monitoring system to regulate the activities of foreign nationals entering Nepal. The system will come into mandatory effect on September 17, 2025 (Ashoj 1, 2082 BS) in star hotels within the Kathmandu Valley.
According to Department Director and Spokesperson Tikaram Dhakal, the first phase will cover only star-rated hotels in the Valley. From november 17, 2025 (Mangsir 1, 2082 BS), the system will be expanded nationwide to include all star hotels, airlines, travel agencies, money exchangers, and gradually, other hotels, guesthouses, and public as well as private service providers.
Dhakal stated: “All institutions and companies providing services to foreign nationals are required to participate in this system. It will contribute not only to safeguarding national prestige but also to promoting tourism and foreign investment.”
System Objectives and Implementation
According to the department’s notice, the registration and monitoring system will simplify record management of foreigners entering Nepal. The department believes it will facilitate search and rescue during emergencies, help prevent potential crimes, and strengthen overall security.
The system is also expected to make information exchange among security agencies, tourism entrepreneurs, and stakeholders more effective, contributing to the safe and organized development of the tourism sector.
The Department clarified that under the Immigration Act 1992 (2049 BS) and Immigration Regulations 1994 (2051 BS), it has the authority to regulate the entry, stay, and departure of foreign nationals, as well as manage the travel of Nepali citizens. It also highlighted that Nepal’s commitments under international conventions require immigration record management.
The Department confirmed that monitoring committees in all 77 districts have already been informed, and preparations for implementation are complete.
