Nepal’s Federal Civil Service Bill is facing criticism in Parliament after a special committee found serious errors caused by poor coordination and unclear responsibilities. On Tuesday, committee head Jeevan Pariyar presented the findings, saying the main problem lies in a legal inconsistency between two parts of Clause 82.

Pariyar explained that the mistake happened because there was no proper system to align the draft version of the bill with the main text. The officials responsible for this failed to do their job properly, leading to conflicting sections in the law.

Final Review Was Missing, Allowing Changes During Cooling-Off Period

The committee also pointed out that the amended bill was presented without detailed discussion of each clause. Lawmakers didn’t fully check the final draft before it was submitted, which let some changes—especially around the cooling-off period—go unnoticed.

The report criticizes those in charge of merging the draft and main bill, saying their negligence caused legal confusion. It also says politicians should accept political and moral responsibility, while civil servants should face legal and administrative consequences.

To prevent such errors in the future, the committee suggests a new approach: reviewing bills and committee reports together in one clear, integrated document. “The lawmaking process needs better coordination, strict adherence to rules, and clear responsibilities,” the report said.
