Chief Secretary Sumanraj Aryal Says He Has No Personal Agenda as He Takes Office

Chief Secretary Sumanraj Aryal said he carries no personal agenda as he begins his tenure, stressing the need for mature, national-interest-driven proposals from ministries.

Kathmandu — Newly appointed Chief Secretary Sumanraj Aryal has said he brings no personal agenda or self-interest into his new role. Speaking to secretaries and staff from various ministries on Wednesday shortly after assuming office, Aryal explained that his primary duty is to present issues forwarded by ministries to the Cabinet for discussion and to certify and communicate the Cabinet’s decisions back to the concerned ministries.

“Beyond that, my responsibility is to support policy-level coordination and make the inter-ministry process smoother,” Aryal said. “The success of my work depends on how well-prepared, substantial, and meaningful the issues you, the secretaries, send forward for Cabinet discussion.”

Aryal urged ministry secretaries to prioritize proposals that are complete, mature, aligned with national and public interest, and that promote good governance. He stressed that only proposals that genuinely require Cabinet-level decisions should be forwarded.

He also asked officials to end the practice of sending minor or routine matters to the Cabinet simply to avoid responsibility, saying such behavior weakens accountability and unnecessarily burdens the decision-making process.
